The Civil Code is the the collection of laws and regulations set by Council and or the Omega. Any changes to the Civil Code requires a 60% majority in favor of amending the Civil Code. Certain changes such as budgeting and robux spending requires Omega and Group Overseer approval. Changes to Council's power and the Omega's Title requires Omega Approval as well.

The Icyhrt Civil Code

Serves as the main lawbook over Icyhrt, however Council, Departments and Commissions can set their own policies and or directives that can also serve as rule or regulations that everyone must abide by. Any Council, Commission and or Department that plans to implement policies that affect a majority of the server requires a 24 Hour warning before it can go into effect.
